What Is A Crime, DON?

If any persons can file a complaint regarding a crime committed at anytime, why then wouldn’t NCIS take my complaint, my report of a crime seriously?

The answer is because I had already said in the conversation with NCIS that I sent my grievance through the Office of the Naval Inspector General. That was all NCIS needed to know to dismiss me. To paraphrase, ‘well if the IG looked at it, then there’s nothing there.’
However, the NAVIG never actually investigated my grievance, which I made clear to the officer answering my call. NCIS’ opinion in that moment was seemingly based on my acknowledgment of submitting a grievance to the NAVIG. I went on to add that the respondents lied to the NAVIG in their written statements and that did not sway the lackluster response I received from him. The knowledge that the OIG had my complaint in their sights and did nothing else was all he needed to not take me seriously.
NAVIGs serve at the behest of their Commander. The Commander of the CNIC NAVIG was at the time Vice Admiral Lindsey. This is the same Vice Admiral Lindsey who prior to the NAVIG closing my “case” and nearly a full year before I would receive my FOIA Responsive Documents on the matter, posted to LinkedIn that all CNIC therapists were heroes-- this was after the therapists submitted their responses to the team that all served under Vice Admiral Lindsey...
Then, my spouse’s top boss at the Reserves “liked” Vice Admiral Lindsey’s comment...

The Office of the Inspector General of Commander, Navy Installations Command, who serve at the behest of their Commander (Vice Admiral Lindsey) did nothing to push back on the lies provided by CNIC civilians to the OIG at CNIC (nor the Navy Officers on the email chain included in my Responsive Documents from my FOIA request for all info pertaining to my OIG complaint).
The NCIS response was at that moment, ‘if NAVIG already looked at your case…then there’s nothing we can do.’ The NCIS response to my call was as futile as submitting a complaint to the NAVIG.
These factions of the DoD seem a dog and pony show to illustrate the trite, lackluster opulence the Navy shows on a daily basis in every direction…as let’s recall— an Officer’s next placement and promotion are based upon the first 18 months of their post… that is NOT even enough time for a full, complete, diligent, ethical investigation.
Civilian DoD employees, however, seem to homestead in their roles for many years, and my grievances have to do primarily with civilians. These civilians are still camped out in their roles. There is plenty of time for NCIS to take my accusation of psychological abuse at the hands of Navy Civilian employees seriously.
Psychological abuse is a crime in Maryland. Harassment resulting in emotional distress and humiliation is a federal crime, I believe. I stated that to the NCIS officer. I stated it plain as day in my call to NCIS. The crimes I allege occurred on Federal Property, on Department of Navy (DON) bases in Washington D.C. and in Lexington Park, Maryland, at the hands of three State of Maryland Licensed Therapists, and civilian DoD/DoN employees.
The officer with whom I spoke asked in response, “Do you know who you are calling?”
Yes, yes, sir, I do. Somewhere there is a record of who you are, answering the phone at the exact time and day I called. You sought no follow through, nor did you look into anything, you simply heard me say that I submitted a complaint to the OIG and they did nothing and you took that as a statement by the Navy on how my “case” was officially perceived… as though it had no merit.
One person I allege committed one or more of these offenses is the Navy Gold Star Program Manager. He is also a retired Sailor, who, in retirement, is still bound by UCMJ. NCIS enforces UCMJ. This Navy Gold Star Program Manager and former Sailor, contacted the therapists as he took it upon himself to tell the Family Support Program Manager/Director for all of CNIC that the therapists were unaware of the NAVIG’s request. Why was he overseeing their response? That is unethical. Why were they communicating with one another?
Three civilian employees seemingly conspired together (as I only saw one for therapy) to submit more than one false statement to the NAVIG, their superiors, the DON civilians, and the military service members on the email chain.
Shame on you, sir, seemingly resting easy in your government job answering phones on a Sunday afternoon while belittling me with your lack of response or action. What did you go back to doing after I called you? I had the opportunity to call you because my husband and children were out of the house…and you dismissed me. What will your computer show you searched during your hours answering a phone on a Sunday?
