Navy Celebrates Wrongdoing

Where Are They Now?

Gabrielle Bollino, who initially presented the option of submitting a grievance to the Commander, Navy Installations Command (CNIC) Office of the Inspector General (OIG), went on to submit a false statement to the OIG, was given an award three months later (see above). She is still employed at Naval Base Patuxent River.
Prior to submitting her lies the OIG, Ms. Bollino had posted several times on Facebook about depression with the implication being that she was suffering the effects of depression.
The therapist, Treeci Bond, who lied to the CNIC OIG is still gainfully employed at the Navy base where she committed the unethical therapy and violated the State of Maryland's COMAR dictating her licensing requirements.
Ms. Bond's violations of Maryland's COMAR and the federal laws of HIPAA (which I did have to sign away my rights to prior to therapy on the Navy base, federal property) were in addition to the moral and ethical considerations she neglected in our sessions and in her false statement provided to the OIG.
When her husband, Mr. Bond died, making her a widow by legal standards, a judge was in the process of finalizing formal paperwork for their divorce in the State of Maryland. At that time, Mr. Bond and Ms. Bond did not live in the same household and had not shared a legal address for more than one year. They shared three children together. Ms. Bond had filed for divorce from her estranged spouse.
Mr. Bond was found dead in his residence days after their final court appearance, which would have finalized their divorce. He died prior to the judge submitting his final paperwork on their case. Yet, Ms. Bond presented herself to us, to Colter and I in our couples counseling, as a widow, parallel with Colter. This was misleading, misrepresentative, ethically wrong, and morally wrong, as she had filed for divorce from her estranged husband more than one year before his death. Not to mention, Colter was not a widower. He was not a legal widower, nor did he view himself as a widower, nor did he refer to himself as a widower. Ms. Bond referred to him as a widower. Perhaps this was only a means for her to bond with Colter over an intimate issue for which she was encouraging him to be more vulnerable.
Ms. Bond at the time of our therapy had just moved in with her "boyfriend" who has two daughters. The two, while living together, shared care of children. Ms. Bond cancelled our therapy for parenting duties of sick children in her household while still lamenting widowhood and bonding with Colter, undermining me in therapy sessions. I sought therapy for myself and wished to be seen by myself as was advertised on base, in marketing, and worldwide by the U.S. military for help mourning the death of our two babies. What ensued when I was made to obtain couples counseling, instead was grossly negligent and emotionally damaging therapy.
Ms. Bond lied to the OIG about my actions, her actions, my words, my medical history, and so much more to those who were among the highest ranking officers and civilians at the CNIC Navy Yard in Washington, D.C. After my grievance was closed, CNIC became an Echelon II establishment, now poised with answering directly to the Chief of Naval Operations (CNO).
The Navy Gold Star (NGS) Coordinator who should have prevented the public posts and severe invasions of privacy was promoted to managing all Eastern NGS Coordinators, covering approximately half of NGS families.
The CNIC Senior Executive Service (SES) head of Fleet and Family Readiness (FFR) was still in her probationary period with SES while my grievance and her team's responses sat with the OIG for seven months and no one told me my case was closed. She (Leslie Gould, spouse of a service member) remains the lead of all Navy FFR as a SES employee. No one to my knowledge questioned anything, herself included. As a probationary SES employee, Ms. Gould could have been fired for such gross negligence as not knowing the laws, rules or instructions that came with her job title, but was not.
Ms. Gould manages and oversees all FFR programs to include marketing, to this day...
